On August 22, 2019, the second closed-door meeting for preparations for the International Two-dimensional Code Industry Cooperation Organization was held in Foshan during the 2019 International Two-dimensional Code Industry Development Summit. Representatives from 14 countries including China, the United States, Russia, France, Germany, Canada, the Netherlands, India, the Republic of Korea, Egypt, Pakistan, Armenia, Sudan and Jordan attended the conference and agreed to officially establish the Preparatory Committee of International Two-dimensional Code Industry Cooperation Organization. Zhang Xiaogang, former chairman of ISO, Guo Yanyan, former member of Party Group of the Ministry of Industry and Information Technology, P.R.China, and Wang Ning, president of the China Electronic Chamber of Commerce attended the conference, which was chaired by Zhou Yuan, director of Science and Technology Commission of the Central Committee of the China Democratic League.

In his speech, Zhang Xiaogang pointed out that standards are the foundation for industrial development, the premise of interconnection in all fields and the basis of international mutual recognition and cooperation. Therefore, it is of great significance to establish the Preparatory Committee of International Two-dimensional Code Industry Cooperation Organization for promoting the establishment of an international two-dimensional code standard system. Zhang Xiaogang emphasized that the integration and facilitation of global trade calls for harmonious and unified international two-dimensional code standards. Global two-dimensional code issuers can help the establishment of the Preparatory Committee of International Two-dimensional Code Industry Cooperation Organization. He hoped all experts and representatives can actively join in the Preparatory Committee of International Two-dimensional Code Industry Cooperation Organization to jointly set up the International Two-dimensional Code Industry Cooperation Organization and, with the International Two-dimensional Code Industry Development Summit as an opportunity and a communication bridge, jointly discuss the mutual recognition mechanism for international two-dimensional code standards, mechanisms for achievements exchange, academic research, cooperative research, industry support, etc., jointly advance preparations for the International Two-dimensional Code Industry Cooperation Organization, strengthen dialogues and exchanges, deepen practical cooperation, and share fruits of the revolution of new science and technology.

Zhang Chao, president of the Zhongguancun Industry&Information Research Institute of Two-dimentional Code Technology and director of the Interim Secretariat of the International Two-dimensional Code Industry Cooperation Organization, made the Preliminary Work Report on Preparations for the International Two-dimensional Code Industry Cooperation Organization to introduce preparations for the International Two-dimensional Code Industry Cooperation Organization and working principles and main tasks of the Preparatory Committee, clarify the preparatory roadmap and schedule, and publicly announce the recruitment for the Preparatory Committee. Representatives discussed the working mechanism and recent work of the Preparatory Committee.

This conference is an important part of the 2019 International Two-dimensional Code Industry Development Summit. The establishment of the Preparatory Committee of International Two-dimensional Code Industry Cooperation Organization is also an important result of the 2019 International Two-dimensional Code Industry Development Summit. It is reported that the Preparatory Committee of International Two-dimensional Code Industry Cooperation Organization will speed up various preparations and negotiate the official establishment of the International Two-dimensional Code Industry Cooperation Organization during the 2020 International Two-dimensional Code Industry Development Summit.
