2019 International Two-Dimensional Code Industry Development Summit Held in Nanhai District, Foshan

From August 23 to 25, the International Two-Dimensional Code Industry Development Summit, themed “the ‘Code’ Connected World with Intelligence and Innovation -- to embrace the new era of the global digital economy”, was grandly held in Nanhai District, Foshan. The summit was co-sponsored by Science and Technology Commission of the Central Committee of the China Democratic League, Guangdong Provincial Committee of the China Democratic League, Beijing Municipal Committee of the China Democratic League, China Electronics Chamber of Commerce, People’s Government of Nanhai District, Foshan City, Guangdong Province, and Zhongguancun Industry & Information Research Institute of Two-dimensional Code Technology. Leaders and guests that attended the event included Wang Rongbin, Secretary General of the Central Committee of the China Democratic League; Zhang Xiaogang, former President of the International Organization for Standardization (ISO); Guo Yanyan, former leader of the Ministry of Industry and Information Technology; Wu Zhongze, former Vice Minister of the Ministry of Science and Technology; Wang Ning, President of the China Electronics Chamber of Commerce; Song Weizu, Full-time Deputy Chairman of the Beijing Municipal Committee of the China Democratic League; Wang Xuecheng, Deputy Director of the Standing Committee of the Guangdong Provincial People’s Congress and Chairman of the Guangdong Provincial Committee of the China Democratic League; Deng Jianwei, member of the Standing Committee of the CPC Foshan Municipal Committee and Vice Mayor of Foshan; Lai Zining, Deputy Secretary General of the People’s Government of Foshan Municipality; Gu Yaohui, Deputy Secretary of the CPC Nanhai District Committee of Foshan City and District Mayor of Nanhai; and Zhang Huiming, Chairman of the Nanhai District Political Consultative Conference. The summit was moderated by Zhou Yuan, Director of Science and Technology Commission of the Central Committee of the China Democratic League .

Hundreds of people, including representatives from related international organizations of 30 countries, including Europe, America, Russia, Japan, South Korea, and countries along the Belt and Road; experts and scholars from research institutes such as the Chinese Academy of Sciences, the Chinese Academy of Social Sciences, China Academy of Information and Communications Technology, and China National Institute of Standardization; representatives from well-known enterprises at home and abroad such as Midea, Inspur and Honeywell; leaders from government departments of Guangdong, Hebei, Henan and other provinces and municipalities; as well as heads of industry-related enterprises across China, attended the event.

At present, Foshan faces strategic opportunities brought by the planning and construction of the Guangdong-Hong Kong-Macao Greater Bay Area. It takes the construction of the Greater Bay Area as the general traction of its reform and opening up in the new era and as an important driving force for high quality development. Foshan is accelerating co-urbanisation with Guangzhou, focusing on building a global manufacturing innovation center for the whole world, and striving to promote the deep integration of the digital economy and the real economy like manufacturing industry. The holding of the 2019 International Two-Dimensional Code Industry Development Summit in Foshan will greatly promote Foshan’s introduction of innovative factors and enhance the high-quality development of manufacturing industry. As said by Deng Jianwei, member of the Standing Committee of the CPC Foshan Municipal Committee and Vice Mayor of Foshan, in his welcome address, the summit is an international science and technology event, during which an exchanges and and industry cooperation platform between Foshan and related international organizations, countries. Departments of Foshan at all levels and the People’s Government of Nanhai District  should cherish the opportunity, strengthen communication, vigorously promote the integration of various fields and two-dimensional code technology industry in Foshan, and promote the high-quality development of Foshan’s economy.

The 5G era is surging, and the digital economy is sweeping across the globe. Two-dimensional code technology, as the core identification technology of the Internet of Everything, an important portal of network information, and an important means of accessing big data resources, has been widely used and developed, and has become a new engine for the integration of global digital economy and real economy. In his speech, Wang Rongbin, Secretary General of the Central Committee of the China Democratic League, pointed out that the Chinese Central Government has always attached great importance to the high-quality development of the digital economy and manufacturing industry. General Secretary Xi Jinping has repeatedly stated that it is a must to “make digital economy bigger and stronger, build ‘digital China’ and ‘smart society’, promote the deep integration of the Internet, big data and artificial intelligence into the real economy, push forward the fundamental transformation of the industrial model of the manufacturing industry and corporate forms, and promote the development of China’s industries to the high end of the global value chain. It is hoped that related parties can make full use of this summit as a platform, jointly face difficulties and challenges in the rapid integration and development of the global economy such as the digital economy and manufacturing industry, put emphasis on strengthening top-level design, standard construction, industrial cooperation and international exchanges, and strive to promote the healthy and sustainable development of the digital economy including two-dimensional code technology and industry. The China Democratic League will fully promote the normalization, standardized development and international cooperation of two-dimensional code technology and industry, achieve important results, form scientific proposals, and provide important reference for relevant departments.

Guo Yanyan, Director of the Organizing Committee of the summit and former member of Party Group of the Ministry of Industry and Information Technology, said in his speech that the globalization and standardization of two-dimensional codes have increasingly become a key factor that influences their better support of global trade facilitation, industrial value chain reshaping and digital economy development. The 2019 International Two-Dimensional Code Industry Development Summit aims to leverage the technological advantages of Foshan’s international innovation elements and advantages of industrial clusters in the deep integration of the digital economy and the manufacturing industry, build a high-end open, shared and win-win dialogue platform for the global two-dimensional code industry. Experts and industry representatives from all walks of life are expected to exchange ideas, build consensus, and jointly promote the ecological health and prosperity of the global two-dimensional code industry.

Wang Ning, President of the China Electronics Chamber of Commerce, said in his speech that the global two-dimensional code industry has entered a new stage of development featured with interconnection and standardization. The international two-dimensional code object identifier system (IDcode) based on the global two-dimensional code issue service is currently widely recognized by the world. China Electronics Chamber of Commerce will continue to promote international exchanges and cooperation in the two-dimensional code industry, and push forward the normalization and standardization of global two-dimensional code technology and industry. Zhang Xiaogang, former President of the International Organization for Standardization (ISO), and Wu Zhongze, former Vice Minister of the Ministry of Science and Technology, delivered keynote speeches titled “Trends of International Standardized Development and China’s High Quality Development” and “Developing the Two-dimensional Code Industry to Boost Intelligent Transportation Innovation and Digital Traffic Construction” respectively. Guselnikov Gennady Gennadyevich, Chairman of Association of Regional Economic Cooperation of the Russian Federation, Dr.Nugerbekov Sherik, Secretary-General of the International Secretariat of G-Global, academician of Russian Academy of Natural Sciences, academician of National Academy of Sciences of the Republic of Kazakhstan, and academician of the Academy of Economic Sciences, and Zhong Laiyuan, Nobel Prize winner, made themed speeches on the application and development of two-dimensional codes in the Russian Federation, new technologies promoting global digital transformation, and super grid along the Silk Road: technology innovation in UHVDC respectively.

At the opening ceremony, sponsors of the summit organized the signing of a number of international cooperation agreements and two-dimensional code application agreements with Nanhai District. Zhang Chao, President of ZIIOT and Executive Director of UTC Global released achievements of the industry, and officially launched the Internet of Everything code identifier system -- IDbrand. IDbrand is a technical mechanism to name, confirm authentic right, protect and manage the digital identity and digital assets of organizations proposed by the global two-dimensional code issuer UTC Global. It is an object identity code identifier system, also called the Internet of Everything code identifier system or the Internet of Everything domain name system. It is a symbolic identifier scheme developed on the basis of digital coding, characterized by global uniqueness, versatility and distinctiveness. Its functions are similar to those of domain name system (DNS) in the Internet. IDbrand is not only the basic identifier system of the Internet of Everything, but also the digital value symbol of anchoring organizations in the digital economy. It is of great significance for promoting the interconnection of all things and the digital development of various fields.

After the opening ceremony, the main forum was held. The following guests gave wonderful speeches focusing on the theme of the summit: Li Ping, Director of the Institute of Quantitative and Technical Economics of the Chinese Academy of Social Sciences; He Kejia, Vice Chairman of the China Research Society of Urban Development of the Chinese Academy of Social Sciences; Zhang Chao, President of ZIIOT, Wang Haiyan, Vice Dean of School of Innovation and Entrepreneurship, University of Chinese Academy of Sciences; Vladimir Piskurev, Secretary-General of Eurasian Economic Cooperation Organization; Ian Michael Lancaster, representative of ISO experts; Dr. Bernd Hallier, Chairman of the European Retail Academy; Dr. Borot Rifel Eric, former Chairman of the Security Committee of the European Commission on Electronic Commerce; Lee Tae Young, Executive Director of UTC Korea; and representatives from Inspur Group, Keyence and Indian Joie Learning LLP.

In particular, a closed-door meeting was held for the preparation of International Two-dimensional Code Industry Cooperation Organization. Representatives from 14 countries discussed the operational mechanism and institutional framework of the organization, and officially set up the Preparatory committee of the organization.

A few sub-forums were held. Experts and scholars around the world deliberated and exchange views on six topics, i.e., the Internet of Everything code identifier naming system (IDbrand), leveraging smart IDcode identification to develop high-quality manufacturing industry, informationization of IDcode identifier and medical industry, “MA +” ecological co-construction, integration of industries in countries along the “Belt and Road” and the Guangdong-Hong Kong-Macao Greater Bay Area, and integrated development of two-dimensional code and data security protection technology.

It is worth mentioning that an industry data center initiated by World Federation of Chinese Medicine Societies, China National Household Electronic Appliance Service & Maintenance Association, Building Materials Industry Branch of China Council for the Promotion of International Trade and other industry associations will be established in Nanhai District. Local leading companies Mona Lisa, Ho’s Aquatic Product Co., Ltd., ABC, etc. also cooperate with UTC Global in the application of two-dimensional code to jointly develop relevant standards for industrial two-dimensional code codes and promote systematic, standardized, professional and intelligent development of industries. The projects will inevitably accelerate the pace of transformation and upgrading of enterprises in Nanhai District, promote the district to shift from “manufacturing” to “intellectual creation”, and create a new benchmark for high-quality development. Besides, the international two-dimensional code standard system will also exert its great potential in social governance, helping Nanhai District create an environment suitable for business and living.

With new industries and new driving forces, Nanhai District will start from the industrialization and digitalization of two-dimensional codes, strive to promote the deep integration of digital economy and real economy, and seize historical opportunities brought by the Guangdong -Hong Kong-Macao Greater Bay Area to reconstruct manufacturing value, inherit quality, and achieve brand with two-dimensional code identifier system. For practicing the concept of high quality development, Nanhai District is in action.
