Global Two-dimensional Code Issuing Work Officially Launched in China

On December 20th, the Press Conference and Annual Work Conference of China Regional Code Issuing Agency of Two-dimensional code was held by the Unified Two-dimensional Code Registration Management Center (short by UTC Global) in Beijing. Guo Yanyan, Former Member of the Party Leadership Group of the Ministry of Industry and Information Technology, Director of the Organizing Committee of the International Two-dimensional Code Industry Development Summit, Wang Ning, President of the China Electronic Chamber of Commerce, Zhou Yuan, Director of Science and Technology Committee of Central Committee of China Democratic League, Zhang Chao, Deputy Director of Science and Technology Committee of Central Committee of China Democratic League, Executive Director of the UTC Global and other leaders attended the press conference. More than 150 representatives from industry authorities, scientific and technical research institutions, industrial chain enterprises and other enterprises attended the meeting.

At the meeting, Director Guo Yanyan said in his speech that the country attaches great importance to the development of digital economy, two-dimensional code has become an important technical means and new media carrier to achieve item identification traceability, mobile network access and cyberspace security control, is constantly giving birth to new industries, new business forms, new models, it plays a very important role in promoting the optimization of industrial structure, digital economy development, improve the quality of economic operation and international competitiveness. The establishment of UTC Global, a global code issuing agency, marks the preliminary formation of the technical foundation and service capability of providing two-dimensional code issuing to the world. By providing two-dimensional code issuing services to the society through code issuing agencies in various fields and regions, UTC Global will deepen the basic support role of two-dimensional code technology in the construction of a new global trade order, the reconstruction of industrial value chain and the development of digital economy.

President Wang Ning said that with the launch of the global two-dimensional code issuing service on November 7, 2018 at the International Two-dimensional Code Industry Development Summit, the global two-dimensional code industry has entered a new stage of interconnectivity and standardization development. The global two-dimensional code distribution service based on the international two-dimensional code object identifier system (IDcode system)has been widely recognized internationally. We will continue to strengthen international exchanges and cooperation in the two-dimensional code industry, and continue to promote the standardization and development of the global two-dimensional code technology and industry.

Director Zhou Yuan said that in order to further promote the globalization of the two-dimensional code industry system and the in-depth development of China's two-dimensional code distribution work in various fields, the Science and Technology Committee of Central Committee of China Democratic League is working with relevant institutions of the Ministry of Industry and Information Technology and scientific research institutions to form a research group to carry out the investigation and research of two-dimensional code, and submits the recommendation report and basis for the national industrial planning and policies, so as to promote the transformation of research results.

According to Executive Director Zhang Chao, UTC Global, as an international code issuing agency, has started to provide two-dimensional code services to end-users around the world, including international two-dimensional code issuing service, standard setting, accreditation and evaluation system and other contents. By continuously providing various standards, technical platforms and industrial services to enable the industrial chain, to open a new era of standardization, systematization and ecological development of the global two-dimensional code industry.

At the meeting, China Transport Telecommunications & Information Center (short by CTTIC), Chinese Academy of Agricultural Mechanization Sciences (short by CAAMS) and Sinopharm United Medical Device Research Institute were awarded the independent code issuing agency, which took the lead in starting the code issuing in three important fields of transportation, agricultural equipment and medicine. In addition, more than 20 provincial and municipal organizations have obtained the qualification of regional code issuing agencies. These code issuing agencies will provide standardized and interconnected two-dimensional code issuing services for the society, and accelerate the promotion of two-dimensional code technology to play an important role in the whole field. Launching the distribution service of two-dimensional code in China has played an important role in promoting the deep integration of two-dimensional code technology and the real economy, which will promote the transformation of industry and the upgrading of the development of digital economy. This is a milestone event in the development of China's two-dimensional code industry.

At the press conference, a signing ceremony for the strategic cooperation between the UTC Global and the Microbiology Research Institute of Guangzhou City was held. Microbiology Research Institute of Guangzhou City is mainly engaged in technical research and product development in the fields of microbial fermentation, biomedicine, microbial detection, environmental microbiology, etc. The two sides will work together to promote the application of two-dimensional code in the construction of microbial information traceability system, and jointly research and develop relevant microbiological industry two-dimensional code application standards, organize related forum activities, promote the implementation of the pilot project of the microbiology industry. At this meeting, representatives of excellent code issuers exchanged experiences and shared ideas.

At the annual working conference of two-dimensional code distribution in China, executive director Zhang Chao, made a work report of 2018 with the theme of "Starting Again on a New Journey", summarized the work situation in 2018 and deployed the key work in 2019. Executive director Zhang Chao analyzed global two-dimensional code industry, and put forward the "Re-start" work requirements for the Chinese regional two-dimensional code issuing agencies in combination with the actual work.

In the same period, UTC global talent training program and the China two-dimensional code industrial promotion program "Ten Thousand Person Training Program" -- -- - the first course of training for two-dimension code distribution management talents was held in Beijing, the person in charge of and the business backbone of each code issuing agencies participated in the training.
